Safety management system



1.  Security Management System (SMS) policy

 

SITC International is committed to creating and maintaining a safe and efficient working environment. We are committed to complying with applicable national or international SMS standards and regulations, paying particular attention to compliance with the International Maritime organization's (IMO) International Safety Management (ISM) Rules during maritime transport. To this end, we have established a comprehensive Safety Management System (SMS) designed to identify, assess, monitor and control risks during transportation.

 

The Company's safety management system has been regularly verified in accordance with Article IX/6.1 of the Convention and Article 13.4 of the International Safety Management Code and is in compliance with the requirements of the International Ship and Port Facility Security Code (ISM Code) and the International Safety Management Code. Issued by China Classification Society under the authorization of the Republic of Panama and the Hong Kong Special Administrative Region of the People's Republic of China.

 

The Board of Directors of the Company endorses the implementation strategy of the Occupational Safety Management System policy and undertakes to guide and monitor the effective implementation of the safety management system and to emphasize the importance of safety in the company culture. In conjunction with our Occupational health and safety policy, we adhere to the principles of "Zero accidents" and "zero injuries" to ensure that every worker can return home safely, and are committed to the responsibility of the communities and environment involved in maritime transport to protect the well-being of workers and communities through safety management.

 

Responsible Committee: The Safety Committee under the Risk Management Committee is responsible for overseeing and guiding the implementation of the safety management system.

 

Department safety manager: Clarify the responsibilities of each department in safety management, ensure that each business department has specific personnel responsible for daily safety management, including risk assessment, training, accident reporting, etc., and be responsible for the safety management of ship, storage yard and onshore logistics.

 

We have formulated specific management norms for different business lines such as shipping and storage yards, and formulated management systems such as Occupational Health and Safety Operation Control Procedures, Oil Pollution Emergency Plan, and Ship Hazardous Substances Control Procedures in accordance with the company's principled documents "General Principles of Safety Management Manual" and "Safety and Environmental Protection Guidelines" to clarify safety operation procedures such as emergency response and accident handling. Ensure security.

 

In the aspect of ship management, the company has formulated the "Ship Safety and Maintenance Inspection List", and conducts a series of safety inspections on navigation safety, cargo safety, engine room and equipment safety, personnel safety, fire safety and pollution prevention on the company's own ships according to this list. At the same time, the deck, cargo hold, engine room and equipment, life-saving equipment, fire protection system, environmental protection equipment and other maintenance and inspection.

 

In terms of yard management, the company has formulated the "Yard Safety Inspection Project Table", and according to this table, a series of safety aspects such as access control, personnel safety and training, equipment safety, on-site operation safety, fire safety, environmental protection, emergency management, basic qualification, document system and so on are inspected in all the yards operated by the Group. The first level is the weekly self-inspection of each operating yard, and the preparation of a self-inspection report; The second level is that the group headquarters organizes the person in charge of each yard to carry out a cross-safety inspection, which is carried out at least once a year in each operating yard.

 

In terms of fleet management, the company has formulated "Driver position Responsibilities", "Safety system for entering and exiting vehicles" and "safety management system for diverting people and vehicles" to standardize safety measures for people and vehicles.

 

In terms of fleet, the company has SMS manuals, SSP manuals, DMLC PART-II manuals, all according to the classification society/flag State/convention spirit requirements. And specifically formulated the "Occupational health and safety operation control procedures", "Personal Safety Precautions for Seafarers", "Crew watch, shift system", "Ship health and drug management Regulations", "Ship health and drug management Regulations", "ship anti-drug work regulations".

 

In addition to the management process, we pay more attention to developing safety awareness among our employees, ensuring that everyone understands the importance of safety and practices it in their daily work. And promote an open reporting culture, encourage employees to report safety hazards and accidents, and not be punished for reporting, to ensure that problems can be solved in a timely manner.

 

In the process of development, implementation and evaluation of the safety management system, the company extensively consulted workers and incorporated them into the system. The company is committed to continuous and regular internal occupational health and safety performance evaluation, while implementing the safety management system, try to find existing problems in the system and improve it, and adopt best practices and new technologies to improve the performance of the safety management system. Priorities and action plans are developed and combined with quantitative targets for improving safety management system performance indicators to address these risks and integrate emergency preparedness and response actions. And periodically evaluate progress in reducing/preventing safety issues/target risks.

 

We are committed to achieving the highest level of safety quality in the company's value chain. We are committed to helping upstream suppliers and downstream partners improve their safety level while achieving net zero safety incidents within the company. We also require our suppliers to comply with our net zero safety incident target and safety policy. And work with them to provide the training they need to work together to improve safety performance. At the same time, the company encourages suppliers and partners to develop and implement their own security management systems to ensure the security of the global supply chain.

 

2.  Safety-related training

 

The company is committed to providing workers with adequate safety management system training to raise awareness and reduce operational health and safety incidents.

New employee Training: Provide comprehensive safety training to new employees to ensure that they understand the company's safety policies and procedures.

Ongoing training: Provide regular safety training to all employees, including the latest safety information, technology and regulatory changes.

Professional Development: Support the professional development of employees in the field of safety management, including attending seminars, obtaining certifications, etc.

 

Maritime business safety management training: The company's Marine employees account for more than 30%, the company strictly in accordance with the International Labor Convention and the company's Occupational Health and safety operation control procedures to ensure the rights and interests of the crew. We emphasize that we attach great importance to the physical and mental health of seafarers in the process of work, and are committed to continuously improving the safety of the working environment and mental health counseling of seafarers, and the company ensures that the safety production training and safety management system training are included in the scope of the company's staff training. Raise safety awareness of employees through regular training to eliminate accidents and occupational accidents on board ships.

In 2023, the company invested 47,371 hours in crew training, an increase of 50.9% compared to last year.

The company takes advantage of the crew's disembarkation time to organize all kinds of training for the crew, ensuring that it includes safety management system documents and training in various aspects of maritime affairs, aircraft operation instructions, accident safety analysis, mental health, etc. On board the ship, the captain organizes monthly training according to the requirements of this annual training plan, including but not limited to the ship training manual, the latest information and instructions provided by the shore, the analysis and prevention of ship safety accidents, the awareness of pollution prevention, and the ability to respond to emergencies; After boarding the ship, the new crew shall complete the training on the operation of lifesaving, fire fighting equipment and emergency system within two weeks.

 

Land business safety management training, in 2023, the company's land staff training number of 2,142 people, the cumulative training hours of 57,191 hours. The company regularly conducts fire drills, and invites professional fire center personnel to the scene for guidance, training for the initial fire response ability of employees in workplaces such as yards and stations, and to master the types of fire extinguishers and correct use methods. The company attaches great importance to the safety of vehicle use, the "Driver job Responsibilities" prepared by the team has a clear safety rules, and regularly conducts safety training for all drivers, and its logistics group formulates the "Safety System for entering and exiting vehicles" and "safety management system for diverting people and vehicles" to standardize vehicle and personnel safety measures. In 2023, the company will carry out a variety of occupational safety and health training activities to familiarize employees with the company's safety system and work process, strengthen the grasp of the latest safety measures and technologies, and send staff to participate in IMDG Code (International Maritime Dangerous Goods Code) training courses in some areas to enrich the professional knowledge of employees.

Improve work ability and work literacy, enhance personal competitiveness, enhance employees' awareness of work health and safety, and promote the construction of safety and health concepts. Safety production training is also an important part of our onshore staff training, we pay attention to the training of employees' safety awareness, to ensure that the staff training of important operations such as storage yard includes safety management system documents and various maintenance operation instructions, accident safety analysis and other aspects of training, to ensure that everyone understands the importance of safety, and practice in daily work.

 

3.  Risk identification

 

3.1 Risk identification and management procedures

The company incorporates safety management-related risk identification into a science-based whole-process risk identification of the company. The analysis processes and methods are basically consistent with our overall risk management and climate risk management, including case studies, scenario analysis, stakeholder consultation, technical tools, simulation exercises, etc. We set up a cross-departmental risk identification team, collected company historical data, industry and external data, identified possible security risks in the whole company's business processes, including but not limited to physical and information risks, and drew a risk matrix.

 

For the identified risks, we assess their priority, risk impact degree, occurrence probability, etc., and record the identified risks in the risk register to communicate and report to the board of directors. And establish a risk monitoring mechanism, regularly check the change of risk and the effectiveness of control measures, and develop and implement risk mitigation measures, including preventive measures, reduction measures and emergency measures, strengthen this part of the risk management and staff training. In addition, we also focus on risk communication, ensuring that the reporting process is smooth and that risk information is effectively communicated between internal and external stakeholders in the organization.

3.3 Navigation risk staff management measures

The company is extremely concerned about the possible impact of the physical and mental health of employees on navigation safety, and has targeted provisions in the safety management system system documents.

 

3.3.1 Fatigue risk management

DMLC PART-II Article 6 (Certification and approval by classification societies on behalf of the competent authorities of the Flag State)

The Company shall provide no less than the following rest periods for seafarers on duty and seafarers whose duties involve designated safety, anti-pollution and security duties:

(a) not less than 10 hours in any 24-hour period; and

(b) not less than 77 hours in any 7-day period.

The rest period can be divided into a maximum of two periods, one of which must be at least 6 hours, and the interval between the two periods of rest must not exceed 14 hours.

In order to ensure the continued safe operation of the vessel in exceptional circumstances, some exceptions are allowed to the rest time requirement above provided that the rest time is not less than 70 hours in any 7-day period, i.e. :

(a) Such exceptional arrangements shall not exceed two consecutive weeks;

(b) The interval between two periods of exception shall not be less than twice the duration of the exception;

(c) The rest period may be divided into a maximum of three periods, one of which shall be at least six hours long, and neither of the other two periods shall be less than one hour;

(d) The interval between consecutive breaks shall not exceed 14 hours;

(e) and the exception shall not exceed two 24-hour periods in any seven-day period.

Exceptions shall take into account, as far as possible, the guidance on the prevention of fatigue contained in section B-VIII/1 of the Rules of the STCW 1978 Convention, as amended.

Every person on board has a daily rest time record, and the shoreline supervisor asks to check the crew rest time record and guide correction. The system document sets out remedial measures when relevant problems arise.

 

 

3.3.2 Psychological assistance plan for shipboard staff

The system document "Occupational Health and Safety Operation Control Procedure" (No.020200) aims to focus on the operation control process and methods of crew occupational health and safety risks.

In addition to group building activities, the company also provides professional mental health training for its employees. For example, the Japanese company organized a special and meaningful training - how to relieve stress at work: from a psychological perspective to analyze the causes of common negative emotions, as well as the specific types of emotions, so as to help employees correctly understand and face the pressure brought by work. During the training process, we listened attentively, took notes carefully, and shared the experience of decompression with each other after the end.

 

 

3.3.3 Systematic alcohol and drug screening

1) Personal Safety Precautions for Seafarers (No.060106)

The dining time of the ship is strictly prohibited to exceed two hours; The dinner party on the ship should drink as much as possible, and must not affect the normal work and duty because of the dinner party. (Liquor, whiskey and other medium and high alcohol content of more than 20 degrees are prohibited, private drinking in personal rooms is prohibited, and alcohol consumption is strictly controlled during ship dinner, with the upper limit of 500ML beer or 150ML wine per person;) No drinking within 4 hours before the start of duty/work; The ship is equipped with breathalyzers, which are regularly tested and recorded by the crew.

2) Crew Duty and Shift Change System (No.070103)

All crew members are strictly prohibited from drinking; Officers on duty and those performing security duties shall comply with the relevant provisions of the STCW Convention when drinking alcohol.

3) Regulations on Ship Health and Drug Administration (No.060102)

A master, officer and other seafarers performing safety, security and Marine environmental duties have a blood alcohol concentration (BAC) of not more than 0.05% or a breath alcohol concentration of not more than 0.25mg/L. There are also clear regulations on the management of narcotic drugs

4) Regulations on Anti-Drug Work of Ships (No. :060105)

The provisions on the control of drug smuggling prohibit the ingestion and injection of drugs by seafarers and protect the physical and mental health of seafarers;

5) As required by the spirit of the flag State/Convention.

For crew members who are prone to alcoholism or possible drug addiction, as required by the flag State and the spirit of the Park, our SMS cannot carry penalties, and our usual practice is to remove the ship and take remedial action.

 

4.  Safety inspection results and accident tracking

 

In order to ensure compliance and maintain employee security awareness, the Company conducts regular compliance checks to ensure that all security policies and procedures comply with relevant laws, regulations and industry standards, and establishes a document management system to ensure that security-related documents are accessible, updated and archived. Conduct regular internal security audits to evaluate the effectiveness of the security management system. Continuously improve the safety management system based on the monitoring and evaluation results.

In 2023, the weekly self-inspection of each operating storage yard was completed 676 times; The group headquarters organized the heads of various storage yards to conduct 13 cross-safety inspections, with a total of 2,210 inspections, including 1,820 safety inspections and 390 service inspections. A total of 66 safety hazards were identified, accounting for 3.6%, and 24 service weaknesses, accounting for 6.2%, all of which have been immediately rectified and improved.

In 2023, the safety production management of the storage yard achieved zero accidents in major safety production of all storage yard personnel, machinery and sites throughout the year.

 

In 2023, the company's first-level ship management personnel conducted self-inspection and self-evaluation of the ship, and completed 366 times in total; The company's second-level shore and Shanghai affairs, maintenance and communication personnel completed 256,433 ship safety and maintenance inspections, including 99,643 safety inspections, and identified 1,260 safety and maintenance defects, including 319 safety hazards, with a problem rate of 0.49%, and immediately completed rectification; The company's third-level security technicians completed a total of 114,662 ship safety and maintenance inspections, including 36,633 safety inspections, and identified a total of 3,587 safety and maintenance defects, including 176 safety hazards, with a problem rate of 3.13%, and immediately completed rectification.

 

The Company publicly discloses navigation safety accidents, including casualties, property losses arising from navigation, and ship collisions.

According to the safety incident ledger of 2023, in that year, we had: 6 total navigational accidents, including 4 property damage accidents and 1 collision accident; The number of safety accidents resulting in injuries was 1; The number of safety accidents causing fatalities was 0. In September 2023, while aboard the ship SITC Incheon en route from the Port of Kota Kinabalu to the Port of Kuching, train third Officer Zhao Yaohui was injured in the middle finger of his right hand while adjusting the steel plate of the forecastle. After the accident, the company immediately arranged for him to disembark for treatment, and he is now recovering well.
